Load and email spam laws. Plus it makes the most sense to do it in batches. Of course, I would use a script to check the accounts by actually signing in and creating a fake username and password + email change, reverting the changes, and finally emailing to the approved user-creation queue for the main daemon to send the official email (God, I hope they don't use HTML email, I would tear in shame). I'd do 25 emails per 5 minutes, if they have this automated. Some Mail exchange servers are awfully picky *AOL ahem*. If you do the math, that means it will take 14000 minutes or 233.33?  hours = 9.722? days (if there are 70000 users).
